Library management software

One of the options for the CSED editor is library manager. Is this a snippet finder or a flow-chart kind of thing? I am wondering what people are using. I am feeling left out ??? ???

It simply calls PowerLib.exe, an utility that comes with the compiler to build libraries of SLLs.
